Ver 6.5.1 fixed this issue.

If I go back to version 6.4.5 I am able to edit/delete CSS styles.
So something beginning with the versions AFTER that broke it.

I was able to resolve by using css:

fieldset legend {
    margin-bottom: 0em;
}

I am using WP-Optimize plugin
I just purged the cache for that page and it removed the accessibility menu.
Seems OK now.

I have hide for mobile turned ON
I don;t know how to show you a screenshot.
In Chrome mobile it hides it on sub pages but not the front page.

This seems to be a limitation of NextGen gallery because the search does work correctly for categories.

Think I figured it out.
Using something like this:
[searchandfilter all_items_labels="Search, Places,Architectural Styles" fields="search,category,post_tag"]

it was my own css causing this. Issue resolved.

Figured it out. For anyone else go to:
settings < tools > Clear store locator transient cache

Yes I agree. The overwriting is a server issue. I have tried uninstalling and reinstalling the plugin but that didn’t work. Oh well
