I experienced this issue when using Jetpack Comments in conjunction with a captcha plugin. Deactivating the captcha plugin solved my problem.

On a single blog all versions of the plugin activate fine for me.
But on multisite, I get the same error with .2, .3 and dev versions.

It looks like you have a dozen or so PDF’s for download, I’d create a page in WordPress containing links links to each PDF. You can store the PDF’s in the WordPress media library. Supported file types:
https://en.support.wordpress.com/accepted-filetypes/
Once you have your PDF’s uploaded to the Media library, look for the “File URL” it will look something like this: https://www.yourdomain.com/wp-content/uploads/2012/08/yourfile.pdf
