This problem appeared first in 2.2.x The problem (as you surmised) is a problem with the character set.
FIX: Commenting these two lines out in wp-config.php fixed it. // define(‘DB_CHARSET’, ‘utf8’); // define(‘DB_COLLATE’, ”);
