It is working. If anyone else has a problem with that:
WP Rocket – you must have disabled “Combine JavaScript files” in section “File optimization”
LiteSpeed Cache – page optimization > JS settings > JS Minify – OFF / JS Combine – OFF / JS combine external and Inline – OFF / Load JS Deferred – Deferred

Thank for your fast respond. You were right. I was trying clearing cache or going to the page trought private window, but it does’t work. After deactivate WP Rocket (caching plugin), it works. After reactivate plugin, banner doesn’t work for non-login users again. What can i do, when I want to both – banner and caching plugin? This problem I have on two websides which are using different caching plugin. One is using WP Rocket and second have Lite speed cache. But on both cookie banner doesn’t work for non-logged users.
