I would also like to mention that we recently released an updated for WPForms Lite version 1.6.2.3 so you might also want to try updating to the latest version an see if the issue is fixed.

I have just gotten an update from our development team and hiding the Schedule Actions menu under the Tools option is actually intended since the majority of our users do not use this admin menu and that it might cause confusion between our Scheduled Actions and other plugins’ Scheduled Actions.

You should still be able to access the Woocommerce Scheduled Actions by following the steps in my previous reply and if you want to access WPForms Scheduled Actions specifically, please go to WPForms > Tools > Scheduled Actions: https://a.supportally.com/kRzTdS.
