    This problem arose because I had not:

    a2enmod rewrite

    As this problem arose when I attempted to copy the website to a new host, did a full text search of the mysql dump and found the string appeared in conjunction with a plugin. I redirected the domain to the original ip address where I could log in as administrator, and deleted the plugin. After re-copying the website to the new host and switching the IP address on the domain to it, I was able to log in as admin on the new host.

    However, now I have a new problem wherein URLs to the titles of articles are “not found”.

    So I concluded whatever was causing this 404 was probably the root of the original problem.

    For instance, this URL 404ed on the new host whereas it presented the article on the original host:

    https://sortocracy.org/the-state-of-nature

    This 404 remained even after I edit the post and save it.

    Since this sort of thing is supposed to be handled by URL rewriting, I tracked down the problem to the way I duplicated the mods-enabled — which was inadequate, as I only enabled those mods that had a .conf extension, whereas rewrite has a .load extension.
