May I suggest that some additional warning text is added the Excluded Categories section of the Registered Users tab making it clear that excluding any categories will stop email for the Public Subscribers as well as the Registered Subscribers.

Yes, I had Excluded all the categories for Registered Users because I only wanted to send to my Public Subscribers. I do not want to send to any Registered Users.
Removing these Exclusions and using Bulk Management to remove all the categories from my registered users seems to have resolved my problem.
I had not expected any of the registered user settings to alter the behaviour for my public subscribers.
It is looking good for now, I will do some more testing and come back if I have further problems.

I have also rolled back to 2.5.44 which has provided a workaround.
Is a fix on its way?

They have tested and confirmed the function is available.

The only place the files exists is within a theme I am not using, it does snot exist for the theme I am using.

The page is not viewing as expected.
The page views with only the first block of text and some of the second block of text, then it has a Read More button, which does not work.
The page should have many blocks, Nextgen Galleries and embedded WordPress pages.
I would share a screen shot put there is no way to add it to this post.

The page displayed as expected until recently, I suspect it might have been a theme upgrade but I can find a reason for the problem.

When I use ‘View Page’ the page looks OK.
If I have the Java console open, I see this error when opening the page for edit
