I finally tracked down the culprit that was causing this problem on my installation.
Tribulant Newsletters
Version: 4.5.5.4.3
Author: Tribulant SoftwareI temporarily disabled the offending plug-in, successfully started the WordFence Falcon Caching Engine and restarted the Tribulant Newsletters plug-in and Bob’s your Uncle. Everything is working fine.

What theme are you using on your site? I can’t help but think it’s theme related. I’ve considered swapping my theme, but we have a pretty active site, so I’ll have to clone the site to test. Not enough hours in a day, yet. ??
Hahahaha! Thanks Brian. I don’t know what I was thinking. Anyway, I opened the Javascript console and tried to enable the Falcon engine with a similar result as before and no errors showing in the console. Here’s a screen shot: https://screencast.com/t/C6GC44qe3

I’m sorry, but I don’t see anything about the javaScript console on the performance setup page (or any of the Wordfence pages.) Am I missing something?That’s my problem. I can’t click the button to close the window to download the htaccess. The button is unclickable. So I guess I’ve got to come up with a different workaround. Any other suggestions?
Thanks. I put this code in the .htaccess. Do I need to do anything else to get the Falcon engine started? Should I see the icon in the upper right of the performance settings page?

Thanks for your response. I’m sure it’s not an issue with pop-up blockers, I have another site (cdhtactical.com) that works just fine with my current Google Chrome setup. I also tried it with my Firefox setup as well with no joy. It seems to be related to my WP installation in some way. All I can imagine is that it has something to do with my theme – perhaps some sort of lightbox thing? I’m just grasping at straws. I really would like to use the Falcon engine. Can you suggest a workaround? Some manual update to a file on the site maybe? I’m a long-time programmer, so I’m comfy editing site files if that’s necessary.Thanks,
