I think you are mixing up things on that. The second icon you have marked in your screenshot comes from Yoast SEO plugin (I guess). It only shows you static backlinks (not the auto generated ones from Internal Link Juicer).
The Internal Link Juicer icon in the post overview also does not indicate a number of links – it is rather the amount of configured keywords (set in Internal Link Juicer) for a specific post.
Let me know if there is anything else I can clarify on that.

Can you please show us some examples of how you have configured
- The Internal Link Juicer (your settings)
- The keywords for a post/asset that should receive links
- The content you have on other places that should be used for matching/inserting links?
Generally we have a compatibility mode with oxygen builder, so linking should just be working with that kind of page builder.
You are right. As long as your footer gets created as a post which type is on the Internal Link Juicer whitelist – it will always get respected for linking.
Best solution would be to statically build up your footer.
We have tested everything with the GraphQL plugin. Here is our result:

Can you confirm, that without enabling GraphQL everything is working as expected? Maybe there is another source of the problem or something like wrong configuration.

Can you please send an example of what is not working in you opinion? Have you set Thai keywords? Do you use any translation plugins (we only have compatibility modes with Polylang and WPML therefore).

We have investigated the issue and unfortunately, we are unable to replicate the issue.
We also tried to replicate the setup, as you see here in the images:
For example a a post with the name “Facebook Seo” has the content:
analytics wordpress seo facebook seo yoast
wordpress seo
and a document with the name “WordPress SEO” has set the keywords:
wordpress seo, facebook seo, analytics
The setting you would need is the “Maximum frequency of how often a post gets linked within another one“
The result is that it only linked once with the
wordpress seo
although it has two instances of the word and other keyword matches as well, it would only link the other keywords if you increase the frequency value in the option:I’m not sure what could be causing this in your site, but I have some suspicion that the link index build was not able to properly complete for some reason. To check this can you send us an error log of the site with the issue and also check your action scheduler if there are failed actions, that could be the cause of the issue:
Also: what version of our plugin are you using now? and have you tried to manually rebuild the index also via the rebuild button on the ILJ Dashboard?:

Unfortunately, it is not currently possible to convert automatically generated links into simple links using the plugin. The architecture of the internal link juicer uses its own link index for maximum flexibility, but this means that the generated links cannot be persisted in the content.
However, we do have some ideas for making this possible in the future for users who explicitely wish to do so. I will keep you updated here, once we provide a solution.
Currently there isn’t a generic option for setting a default limit for incoming links. You can do that on post basis with our Pro version.
