Correct, the shortcodes in my screenshot are to display the user information that made the edits to the page.
According to your documentation, [email_user] is the correct shortcode to use per the following:

These multi-purpose shortcodes relate to the person triggering the notification. This is most likely to be the author of a post or the user that is registering.Why would [email_user_login] instead of [email_user] make a difference in this issue?

This notification was for Page Updated. Just want to note, this occurred back on July 31st and we have not seen it happen again since.
