@drtonyb, I find the same issue to be frustrating too. I research on this and found that they removed it and the reasoning is not a good one for me. They said they removed it for user experience. Their concern is the end-user.

But to me, that doesn’t make sense. WordPress user are the webmasters not the end-users that visit the websites that the webmaster’s designed.

I think WordPress should leave that to the webmasters control and figure out their own end-user experience.

WordPress is a tool for the webmasters and it should be flexible. It should leave the control and decision making to the webmasters what’s a good user experience for their visitors.

Sorry, I ended up using other workaround. I applied the class to ul instead and have all the same image which with li I can have different images.

And now after seeing your comment, I tried to reproduce the issue but I can’t. Everything seems to be working fine. No clue what happened.

Sorry, you’re right. When I first commented, I didn’t understand blocks. The image block is fine. It doesn’t add the <p> tags.

It is the classic block that add the <p> tags. After installed Gutenberg, it automatically turned all my old posts into classic block. Which is fine. I kept most of them classic. It’s too much work right now to change at once.

So the issue is in classic block, the filter doesn’t work.

I have to convert everything to using Gutenberg’s blocks especially the image block because I don’t want those <p> tags.

Oh another option is to use the classic editor block but I free like that is the old way of doing things. Is the classic editor block always available or someday it will be removed?

Oh also try to do a full page cache with Cloudflare.

Have you tried disabling Cloudflare and test it? Just so we can isolate the issue.
