It doesn’t make any difference. Your developer has installed the WP manually and have not used your hosting control panel auto-installer.

I advice that you don’t install another instance of WP via your control panel as it may break your current installation.

This is probably caused by your WAF (Mod Security or something). If you have access to your security logs, you may read some last lines of it to see which rule is preventing your site to work properly.

If you don’t have access to your log files, you should contact your web hosting and ask them to check this for you.

First, you should deactivate all plugins. Then if it worked, start starting them one by one and check which plugin is causing the problem.

If it didn’t help, you may check your web browser console for probable errors. Maybe your site time out is too low or there’s some upload limits applied to your website via your hosting provider.

Maybe you should ask your web host to check MOD_SECURITY log files to find out what’s causing the problem and maybe disable that rule if it’s some kind of false positives.
