I talked to my hosting provider, they disabled the modsecurity plugin via cPanel, the 401 code returned as 200 and the cron tasks run automatically.

I reinstalled WordPress from scratch and installed it with a new database. But there is still the same error

Thank you @jamesosborne I found that the problem is caused by the theme. I solved the problem by fixing the conflict in the theme.

As you requested, I sent the site health status information via the relevant form.

I installed the plugin you mentioned and tested it again, the problem is the same. I tried other browsers etc Chrome, Opera, Safari and computers (mac/windows, linux(ubuntu)),same problem.

Turn off all the plugins, only the Google Site Kit plugin is active and the result is still the same.

Are you asking how I do whitelisting with Cloudflare?
First of all, I got the IP addresses from this address https://quic.cloud/ips.
I then opened Cloudflare’s firewall settings.
I created a firewall rule and added all the Quic.Cloud IP addresses I got one by one. I selected the Allow All option and saved it.

But this is not the source of the problem. I found the source of the problem on Cloudflare, if anyone has the same problem, turn off the Bot Fight Mode and Privacy Pass Support options from the Cloudflare firewall.

You need to close both, otherwise the request is closed automatically by Cloudflare.

I have the same issue. WordPress version 5.1.1 and language is Turkish.
