If you don’t see a Settings option in the left hand menu, are you sure you are logged in as an admin?

You don’t need to download phpMyAdmin, your webhost should have it installed, check your hosting control panel.

You can however, access the WordPress database using PhpMyAdmin or similar and change the admin password. Then you would be able to login as admin.

Disable that plugin for now and you should be able to get in.

When you get the info, let us know if it is not GoDaddy and I am sure someone will be around to help.
