Yes, I am using wordpress.com as my host, like: website.wordpress.com, etc. Can’t I upload a theme at all?

Filezilla keeps saying this:

Status:	Connection attempt failed with "ECONNREFUSED - Connection refused by server".
Error:	Could not connect to server

I tried the first option, it says there is no such page and it takes me to my wordpress page instead of dashboard.

I want to know how to upload the theme.
