Due to lack of time and low interest this plugin hasn’t seen any update since a long time.
The cause of it not to work out of the box can be at least that Facebook has changed the layout of its page…which can be tiny stuff.However if you check the code you might realize how it is suppose to work and eventually be able to adjust it accordingly to your needs.
This happpens with this BASIC version when some requirements of PHP are not fullfilled. It is not related with the WordPress Version but Server settings.

Will have a look into it.It is hard to tell from your information what the culprit actually is.
You should definitely see “Exchange Rates” in the “WooCommerce” menu.
