Have you tried updating your database password? I wasn’t having this exact issue, but others after upgrading to 3.7.1. I updated my password (to a stronger one), updated it on wp-config.php, and, just like that, peace was restored to my site.

I had this same problem. When I upgraded to 3.7 I was no longer able to log in. In the end, updating my database password (to a stronger one) resolve this issue.
