With RC2 the column appears in settings page for the option but I’m not getting the buttons the on 2011 or 2014 on fresh install with only AddQuickTags activated. I checked in Edit Comment back-end and front-end, neither have the buttons.

You are correct the manually created account had a typo in the email address I had overlooked o.O

Disregard this post I was assisted on GitHub and we discovered this is a plugin conflict with
