Found it. It was Divi Builder plugin deactivated and problem went away. Seems like the latest Divi Builder Plugin has an issue. and fails on 2.5.2 and 2.5.5.

Here is the status, I’m afraid I’m not familiar with how this works I don’t have web admin and my hosting company is not very responsive to software issues.

When clicking on a shipping type or transitioning to checkout from cart the system goes in a spinning circle wait and never returns
