Just figured it out. I am still logged-in to WP, and thus, see my regular stuff. I just went to my site via my phone–which is not logged in to WP–and do see that the Coming Soon splash page is operating just fine.

I am experiencing the same issue. Installed the Coming soon and Maintenance mode plugin, activated it, cleared all cache including WP Super Cache and Safari cache… and still my coming soon page is not showing, just the initial generic WP blog page. Yes, I have the SeedProd version. ??
I have no idea how to check if my host has a caching system (I am a novice beginner….).
