This is a very annoying error…it breaks Javascript in my site.

Hi,
I think it is not only dependent on PHP version.
There are some problems with FILTER_VALIDATE_URL using non-ascii characters…see
https://stackoverflow.com/questions/2137080/php-filter-var-filter-validate-url and https://stackoverflow.com/questions/18307392/php-filter-validate-url-giving-unexpected-result so some extra code is necessary I think?
