After i contacted the technical support, they successfully fixed the issue.
for anyone who is facing the same issue, here how to fix it.
The warning message does not related for why you can’t start sending.

Lol, it was with the emails themselves. The character count of the emails exceeded the limit.

I followed exactly what you said. This process did not fix the problem!.

After a very long and deeply investigate, the problem was with wp-config.php file

2 lines of code was causing the problem,
define(‘DISALLOW_FILE_EDIT’, true);
define(‘DISALLOW_FILE_MODS’, true);

when i switched them to false, the problem was resolved.

I have found the right file and i have added this code but it doesn’t do any thing.

I have found the class functions.php in my theme folder , but every time i add this code , my website got crashed and doesn’t run properly.

Can you please explain where should this method/code have to be added in ?
