I see this is resolved because the OP gave up, but I have the same issue, fwiw.
Under Wizard -> General -> Website Information, I can only choose Country, and then [Save & Continue] moves me into the Purpose section. So that’s it for Website Information.

Resolved: Author-level users can only replace media that they uploaded.
