I experienced the same issue so, to eliminate it, I decided to limit the use of this plugin (i.e., translation widget) only on desktop and tablet devices. On mobile devices, this plugin does not work well (i.e., it’s difficult to customize and its responsiveness does not satisfy our requirements).
The question that must be asked before using this plugin on mobile devices is: “How many people from other countries or non-native language speakers visit our website using a mobile device?” Google Analytics can help you answer the question.
To see the changes I implemented, visit our website (on mobile, tablet, and desktop devices) then click on the Globe icon). Note: You will not see the Globe icon on mobile devices.

The best way to address both my finding and your concern is to add a new Settings box, labeled “Complete Uninstall” (details).
The above agrees with the philosophy followed by many other high-quality plugin developers. Further, why would you support users who want to delete/stop using your plugin over those who find it beneficial?

Our website also uses both this plugin and Cloudflare with no issues. So, additional testing/troubleshooting at your end is necessary. The “No ETag” message is probably driven by your host or another plugin, not this plugin nor Cloudflare.
Note: I noticed your added the tag “fast velocity” to this topic. Are you using the plugin, Fast Velocity Minify, by any chance? If so, delete it!

Thoughts:
- How did you block the bot? (i.e., can you share a screenshot of your Wordfence block?)
- Have you tried blocking the bot at the edge? (i.e., using Cloudflare or similar CDN). I can confirm this is the most-effective bot-blocking method (i.e., blocking bots before they hit your website). This is what I use.
- Have you tried blocking them (and many other bots) via 8G Firewall? It’s a great way to block bots via your .htaccess file. This is what I use.

Also, if that’s your definition of “combine JS files”, then I can definitely say it’s not working. All other plugins that combine JS files do exactly that (the waterfall only show 1-5 js files when combined is enabled). Plus, your plugin appears to be incompatible with Perfmatters – something you may want to look into. Anyway, we’re disabling your plugin’s features (combine JS files). Not what we expected.

Now, your plugin features (i.e., combine JS files in the header and footer) are creating many “minified” JS files.

Crazy. Please revisit your plugin and fix it. It ain’t working. JS files are not being combined. If you believe it is, please send me sample websites where all JS files are properly combined.
Also, using the term “minified” for so called “combined” JS files ain’t right either.
