We do not understand which create ticket page you are using here. If it is guest ticket page, can you please share your support page URL to check the issue?
Alternatively, you can deactivate all other plugins except WP Support Plus to check if issue is still there.

Please go to Support Plus -> Advanced Settings -> in advanced settings tab to set Ticket Link Page/Post use shortcode [wpsp_open_ticket] in selected page/post above. Also please make sure your email template is {ticket url}. Please let us know it worked or not.
