got it fixed … I upgraded php on the root of the server but had to upgrade it on the sub-folder that the site runs on … The plug-in activated … THX

Probably the verification report on my server and the fact that it was upgraded yesterday!

fixed it … for any one else follow this as per plugin page:
Remove any existing instances of WP Cache, as WP Super Cache is a drop in replacement. Don’t forget to delete the files wp-content/advanced-caching.php and wp-content/wp-cache-config.php. Also comment out the WP_CACHE define in wp-config.php.

I activated WP Super Cache then disabled it. I guess I did not follow their instructs correctly. Going to try to fix it. Since it’s a new install I may delete the install and re-install WP.
