I should I add I am using godaddy free hosting.
But I think I used the same hosting months back and it was fine with wordpress 2.7.

Problem solved! First, I changed to to Linux but it still gave me an error message about establishing the database connection:
? Are you sure you have the correct username and password?
? Are you sure that you have typed the correct hostname?
? Are you sure that the database server is running?
Then I figured out the host name that is listed on WordPress’ “Editing wp-config.php” doesn’t match with the on that shows on GD hosting control panel.
Once I changed that, the wordpress is working!

The domain is cindykomang.com.
I’ve made a subdomain(I think) to place the wordpress in cindykomang.com/blog
