works fine in admin mode but not as a new visitor to the website

The idea is to have a job board, that “free users” can set up an account and post jobs with,

then have a paid member account, who would be able to view the jobs, but it would cost them credits to contact the “free user” who put the job up and say they pay ￡20 for 20 credits (for example), then sending a message to a user who has put a job up may cost a credit?
