Yes, it will screen the order on each credit card attempt on the same order if you enable the “Advanced Velocity Screening” option.
You may configure a Transaction Validation rule at our Rule page, https://www.fraudlabspro.com/merchant/rule for your case.

You may need to press enter button after entering a region name in the list. And, you may enter multiple of the region names.You can configure the Validation Rule at https://www.fraudlabspro.com/merchant/rule with the “Payment Mode Not Equal to List Below” rule, set “Credit Card” as the value and set the action to “Approve”.

In reply to: [FraudLabs Pro for WooCommerce] UpdatedAs our support team has responded to your emails that we believe you have set the “Approve Status” to change the order status to “completed” when using “Before submit order to payment gateway” option. When that happened, the WooCommerce will not process the payment but will assume the order fulfillment completed successfully. To remedy the issue, you should change the “Approve Status” status to “processing” so that the flow will continue the payment process route if the order passed the fraud validation. This was the configuration issues. Can you please try again with the recommended settings? Please email us if it didn’t work the way you expected.
