I downloaded a copy of the site and am hosting it on XAMPP for testing purposes. I disabled all plugins, switched to the WordPress Twenty Twenty-Three theme, deleted the .htaccess file and regenerated it on the permalink page, and when I try to access the pages in question they still return a 403 error. I even went as far as deleting all plugins so it was as clean of a site as possible.
I installed a fresh copy of WordPress locally and created a similar page structure and couldn’t recreate the issue. I even added the theme to the fresh install and it worked fine.
My apologies for not responding in a more speedy fashion. I agree this would make a good feature request.
The way I would envision it would allow the users to create forms as they have them now but provide some sort of API call to pass along a donation forms code to be added to the page using javascript AFTER a page has loaded. This would ensure the donation form isn’t slowing down page load time when you have 20 donation forms on the page and you want to only show the one the user is interested in.
I am envisioning something like a page with a grid of possible causes to donate to and clicking on a cause will show more information or show the donation form in a section below the grid with more information for them to review. A lot of this feature is up to the designer of the site, but it requires the ability to call the code using an AJAX request or load the form code after the page has loaded.

Though, reading your comment on how the page speed statistics are generated it is clear that your not using the PageSpeed Insights tool to generate them, which is what most people will be ranking against and trying to optimize.

I have searched through the html code and haven’t come up with any answers for this. I was really hoping someone here could shed some light on the situation, but perhaps WordPress is old and outdated and needs to be thrown away for something newer, more user friendly, and easier to use.

Does anyone know where the best place is to modify the registration page? There isn’t anything in the user manual for wordpress that adequately explains this from what I can see.

It is possible to custom build a website that would do what you wanted, and I am surprised that none of the themes for WordPress have it yet.

I actually haven’t figured out why the tax % is off yet. Its so quiet in these forums I haven’t heard a pin drop since posting and can’t beat my head against the wall forever. Haha!
To answer your question, it looks like there is a way to enable the tax per state but I am not sure if there is a way to change the amount per part of the state. Here is a screenshot I took of the screen.

Once you select non global tax and yes for state/country tax it takes you to the options on the second screenshot. It doesn’t appear to break it down into separate portions of any state but one % per state.
Though seeing how Amazon can get away without charging their customers tax and requiring the customers to pay the government tax they owe themselves I don’t see why anyone else should be required to do so. But that is just me.
