I have figured it out. In the menu editor I created only one menu. In that menu I created a structure with a couple of parents and some children. The parents appear as the menus on the menu bar of my home page and the children are the menu items.

I can do that. Thanks for the link. However, I have tried several themes including twenty seventeen and they all do the same thing with the menus.

You’ve been very helpful. Could you tell me about (or point me to some more information) about setting the navigation labels? I can’t seem to find that section in the editor.

Well, I got something to appear in the menus area but it’s not a menu.

I created a menu called “reviews” and added two pages to it. Those two pages appear in the menu bar as if they were separate menus. I think I have to set the Navigation label, but I can’t find my way to that part of the editor.
