Admin Dashboard Modules

Once I log in as an admin into the dashboard, I see modules such as “At Glance”, “Activity”, etc. The problem is that they are not draggable/movable. Does anyone know a solution for this?

NB: It cannot be tied to the memory limit because I configured it in wp-config to be 256M.
