To me the site seems not to be under construction. My suggestion would be that you send a message to the google adsense team there you can ask for more specific details on why they think the site is under construction.

I got no idea what could be wrong, but maybe information about the problem can be in the error_log which you can find in the wp-admin folder.

I would say that wp is really good for News/events and having a judiciary page would work good I guess.

When it comes to membership directory. You could make the letters as categories. There each letter is a category.

I dont understand why you want to edit media.php?

You can choose the position of your images within your posts when creating the post inside the admin panel. Without needed to make any edits to any file.

If your files will be overwritten or not depends on how you update wordpress to newer versions…

Ohh I almost forgot that the latest wp (2.8.2) got a update function inside the admin panel that you can use…
