I never got a reply to this question (as the transcript shows), but in searching the forum for related topics I found glowing references to the WooCommerce Advanced Shipping plug-in from Jeroen Sormani. Low-cost with 6 months support, easy to use.
I tried it, found a hiccup in what I was implementing (it was only working correctly with single-item purchases, not multiples), e-mailed Sormani, and got a detailed overnight response along with a copy of his free plug-in to the plug-in, Advanced Pricing. A quantum leap over posting a question on the forum and waiting days in hope someone _might_ answer.
The Advanced Pricing extension allows setting individual shipping charges on a per-product basis, if you wish. Also per Country, Zip Code, Coupon, Shipping Class, and a long menu of other attributes, with the ability to add “Or” conditions. I wish I’d known about it three months ago when I first ran into my Shipping Classes problem.
I haven’t quite finished the implementation yet; my client saw something he thought wasn’t quite right (my own feeling is that he wasn’t looking closely enough), but the plug-in has me miles beyond where I was. Highly recommended. You can find it on CodeCanyon or shopplugins.com.
I’m sure there is still a way to make WooCommerce’s native Shipping Classes function the way I thought I could get them to function — provided that you’re a halfway proficient WooCommerce geek. I’m not.

1) WooCommerce > Settings > Shipping, showing Flat Rate enabled
2) Products > Shipping Classes, showing classes defined
3-4) Sequential shots to capture full screen for WooCommerce > Shipping > Flat Rate, showing costs assigned to each class.
That much is there. What’s baffling me is why the appropriate cost doesn’t get pulled in and calculated with the relevant product at checkout.

But when Flat Rate is enabled, at checkout the shipping charge is coming up as zero. Those class prices aren’t coming through, for some reason. Any idea why it isn’t working? Is there something else I need to set under Classes, Flat Rate, or another area…?
