I have the same exact problem.
I have defined shipping class and it seems that the rule is not applied to the shipping zone.

Example:
I have created the following classes:
Remember your shipping class name: l -> L, m -> M, s -> S, xl -> XL, xs -> XS, xxs -> XXS.

Zone Paris 75* with that rule
10|33|S
20|42|S
40|52|S

Zone France 7* with that rule
2|5|XS

When I apply this rule to a 2kg product (shipping class:”XS”) for a shipping to Paris , I have the result 33euros which should not be applied because it is not the right shipping class.

I am looking for a way to have a price based on categories & regions (that I could define).
Like a simple Matrix where from a category i could get a price depending on zip code & country.
Do you have any idea of the way to do such plugin?
