What mobile device were you testing on? Are you sure you have the correct agents in place?

You can also give a plugin a shot if you still can’t get the .htaccess working. Here is a plugin that will allow you to accomplish redirecting 1 page to a specific mobile page – https://ultimate-wordpress-mobile-redirect.com

I suggest taking a look at https://www.ultimate-wordpress-mobile-redirect.com. It can accomplish what you’re looking to do.
