Thank you for your help. It seems odd that it is not possible to have multisite on localhost. There must be a way to do it. There are a lot of instructions out there how to set up multiversion but none of them said it can’t be done on localhost. What do all the developers do that are working on two or more sites at the same time?

I don’t think I understand what you are saying. All the instructions I saw said to install WordPRess as a single site and then switch to multiversion. How can I change wp-config.php if it isn’t created yet? Are there different install packages for single and multiversion?

What I did was install xammp and then install WordPress. I created a site in WordPress. Then I switched WordPress to multiversion. It didn’t work. I uninstalled WordPress. I uninstalled xammp. I deleted the xammp folder. Then I re-installed xammp. Then I reinstalled WordPress and immediantly switched it to multiversion. It still doesn’t work.

What can I do to get multiversion to work?

The url for the main site is localhost/wordpress/. I’m not able to create a sub-site because I can’t get to the network dashboard.
