error 404 could appear in this case:
all your wordpress files are in the one directory, for example it’s called “wordpress”. So, you upload this directory to the root.
And then, you should tape in browser:
windsurftest.zxq.net/wordpress/index.html/wp_admin
instead of
windsurftest.zxq.net/index.html/wp_admin
by the way, you don’t need to create public_html!
