Thanks for the help, I tried making 1 user role for condition group and it is still not working. I now have 2 options for free shipping. It works for wholesale, but not my retail, it is still giving them the option for free shipping & flat rate.
I tried being logged in as admin, and as a guest.
Let me know-this has been an issue for days so trying to resolve ASAP.
