I experienced the same issue and had to roll back to 3.0.1
I use a plugin called WP Rollback to support easy rollbacks when needed.

I spent almost 4 hours troubleshooting via chat on Friday with WordPress Support on this issue. I have move than Regional A1/B1 boxes in my offerings.
I was able to replicate the issue if the solver finds the best solution is a non regional packages it works, but if a regional box it goes to the fallback rate. It seems like some part of the live rate calc is failing for Regional.
If I get a support solution I will comment/update here as well.
@slowbrandon it may not be related to the upgrade of woo services plugin, but I made the upgrade and then the issue started to show.
I haven’t been able to fully dig down into the issue at the moment and find a “root” cause and my issue may be tangentially related at this point wasn’t ready to open a different issue without further details.
I am having some similar issues after the recent upgrade. Still trying to track down the direct issue, but regardless of volume/size/count Regional A1 and B1 are not being selected.

I forgot that WooCommerce has its own logging after I spent too much time looking at the apache and php logs. It is under WooCommerce/Status/Logs. Look for the most recent fatal error log.
Once I was in there, I found for me it was an issue in class-wp-image-editor.php. When I dug further it was actually call out to the image optimization tool I was using that was causing the process to run long and generating errors. I doubt this will be your particular issue, but the fix was pretty easy for me. Turn off auto optimization and then turn it back on after the store items had been bulk loaded.

However, a few Sundays per year we are either off site or have issue with the recording and need to do followup editing/cleanup. When this happens it doesn’t always get edited and posted on Sunday. Then when we post the sermon it shows for Monday or Tuesday instead of the date that the sermon actually occurred. We really liked the feature where we could back date as needed. Default to the current date is absolutely fine and would actually be preferred, but the option to change as needed for the “preaching date” vs the upload date was something we used.
