You need BP Multi Network if you want to have a separate user base for each site. The plugin filters the user lists available in each site, such as Members, Activity, etc..

Switching to single column view resolved this.

hmm, if I widen the browser window (Chrome) enough it works correctly. I am running portrait at 1050 x 1680 so widening it spans more than one monitor
