yes this is plugin.
i deactivated all plugins and i had the same problem.

ok..after update to 3.4.32 version –> in my first website footer is ok.
in my second website footer is still disappeared
the problem with adjustment button is there in both.
also i have problem with wp admin bar in my second website :/ …disappeared when i click on ”visit website”
