My DB Host has more specific requirements to make the site more secure. I figured them out (changing permissions, setting group, etc.). WP install instructions should indicate that this can cause wp-admin not to function in the upgrade.

Thanks for writing. Where do I change “ini_set(‘zend.ze1_compatibility_mode’, 0);”? PHP.ini isn’t anywhere where I have access. It’s not in WP directories, and on the DB/server side, I only have access to phpmyadmin.
