Yes, you are running WordPress 4.0.1. What type of edit did you make? Do you have access to the root folder of your website? IF you do, you can verify that at least wp-login.php exist. If It does not exist, you can download WordPress and copy over the missing files in the root folder.

Are you running your site on a Linux machine? If you are, did you check the root directory of your web site? It should be under /var/www/html/.htaccess

I had a similar issue with my home installation. When I visit the site locally on the web server, everything looks fine, but when I visit the site remotely the css was not being applied. Found that I had to change the site address under Settings -> General from localhost to the IP address of the web server. Hope this helps.
