Adding define(‘CONCATENATE_SCRIPTS’, false); to my wp-config.php not only solved my issue, but also solved several other long-outstanding bugs we’ve been confused about.

Apparently there were some AWS Cloudfront changes that caused this and it was not a problem with Gutenberg.

I went to the page this person linked lower in that thread and it says

I suppose I could still try the manual install by downloading from the Github page. I’ll give that a shot
