1) check that the blogs you want to appear are public and/or
2) Non-Public Blogs is Enabled (to Include posts from blogs not indexed by search engines.)
Very occasionally I found that when nothing shows up immediately, reloading the page, clearing the cache or just waiting a bit seems to resolve it.

I discovered this in moving several WP installs to a new server … and then promptly forgot that I had done it.
Later the problem recurred when commissioning a new server and installing WP … seems to be a rare issue, thankfully.

I actually have wp-multi-network installed and it seems to be working as expected.
But I want to move existing WP single install on a live domain to be the parent of a new network created with the wp-multi-network plugin
the network plugin seems to require a live domain A-named and aliased correctly, so I was wondering whether you could somehow make an existing subsite a network (I’ve already done the migration and config)
I can’t see a way of doing it without repointing my old site domain to the multisite IP and creating a new network site, except this seems to entail downtime (for propagation, and reimporting the full site, problem fixing, amnesia)
I feel like it is tantalisingly close to be being possible, but my small brain (the size of a baby vervet monkey) can’t quite work it out … (like I could set it up as a subdomain?)
I am using subfolders …

The problem arises that mysite.com is already a live site, in the process of being split/migrated to a multisite, so I cannot change the A records / server alias, which are necessary steps to create a network.
A conundrum?

You’ve obviously got the right database name and password, and from wandering around these forums most people get this far and are still tearing their hair out, deleting their databases, usernames and passwords and starting all over again.
So it is probably because the hostname ‘localhost’, which works in many (most?) instances is incorrect.
Your hosting company will give you the correct hostname. Or if you have access to a control panel head over to a “databases” section to see if you can find it there. It is not always obvious!
For example it may be something like:
mysql-03.some-company.co.uk
