No. I’m using WPEngine I’ve disabled it while testing and even after purging cache via their tool, the issue persists.
I’m having the same issue. I changed the password once, and now I have to enter in both passwords to get through.

Thanks for clarifying. Sounds like the update didn’t finish completely. Luckily your site is still functional.
Check with your host and see if they can help you with that PHP memory limit. And make sure everything is backed up of course before trying to update again.
You may have to contact your host regarding the PHP memory limit.
What kind of issues are you having in the Dashboard admin area?
When you say you tried updating the database and it updated, where exactly in the admin area are you doing this? In the WordPress updater? That part isn’t clear to me.

Once your form is built, you use the short-code assigned to the form and drop it into your page’s content.
I believe that “Add Contact Form” button is JetPack’s contact form feature and unrelated to Contact Form 7.
It sounds like you don’t have enough memory for PHP to execute the update. To increase memory allocated to PHP see: Increasing Memory Allocated to PHP.
I don’t know what this means for your install… can you link to the site to see what kind of error is coming up?
