The plugin can import ips from Wordfence (if installed)

the blocked IPs will be stored in a separate text file (not on .htaccess!)

The directive in the instructions will include the blocked Ips from text file into htaccess.

So in theory you can manually mass add ips directly into the text file using the following format:

123.456.78.9 deny

I am having same issue here, I have disabled all the plugins on my site as per MariaKravchenko and still not able to get the invoice updated automatically after any successful payment!
I have been testing paypal only in test mode though, so not sure if it has to be on live mode to work!
