It seem you are using Business type PayPal account for sandbox. For PayPal Pro module, it required to used Business-Pro.

You just need to go to https://developer.paypal.com/developer/accounts/ and click on view / edit account and then click on Upgrade to Pro.

Payment error: User authentication failed means you are using wrong details for testing.

Please follow https://developer.paypal.com/docs/payflow/test-hosted-pages/#create-a-test-only-payflow-gateway-account this step for testing.

“PayPal Express Checkout (deprecated)” is Old Payment method, we will not remove it in next released but we have add brand new payment method PayPal Checkout (Smart Payment Buttons) it’s latest PayPal method.

For sandbox/testing you can use https://developer.paypal.com/developer/creditCardGenerator/

Test credit card number, you need to login in your PayPal account before get test credit card number.
