Could I ask you to navigate to Live Chat -> Settings -> Offline Messages -> And confirm that the ‘Do not allow users to send offline messages’ option is not enabled?
This should then allow the offline chat box to display on the site as intended.

I visited your site and noticed a JavaScript error on the page. Are you aware of this issue on your site?
JavaScript errors may prevent functionality on the page. However if the chat is functioning as intended, but simply not storing the messages it is possible that this is related to a PHP error on the server.
Do you have access to your PHP error logs?

I had a look at your site and it appears the Google Maps API is being included more than once on the page. We include this library by default as it is required in order to render the map.
However in the event that your theme or another plugin includes this library as well, it is possible for issues such as this to occur.
Could I ask if your theme, or another plugin, makes use of the Google Maps API for map rendering or perhaps location based systems?

Not a problem, I do understand.
Our Visitor Generated Markers Add-on does allow users to add markers to a map. However with that being said, this will not currently allow for those users to edit the marker after it has been added.
